Limited by budget

Limited by budget is a Google Ads campaign status that means the daily budget runs out before the campaign has taken all the impressions it could win.

How it works

A budget-limited campaign still shows ads, but less often than it could: its budget runs out before the day’s demand does. In the Google Ads API’s words, “the budget is limiting the campaign’s ability to serve.” For such campaigns Google can suggest a higher, recommended budget.

The status says nothing about whether extra money will pay back. Two limits work together: the budget caps how much the campaign spends, and a target ROAS sets the return each unit of spend must bring.

Since 17 August 2026, Google has steered budget-limited campaigns on target-based bidding towards their target. A campaign beating its target may drift towards it, as our breakdown of that change shows. Whether to raise the budget or adjust the target depends on the campaign.

  • Impression share metrics: search budget lost impression share, the share of eligible Search Network impressions lost to budget.

How GetProfit reads it

The portal treats ±20% at a time as the budget step. The portal’s change log flags a budget change of 20% or more and marks one of 50% or more as critical. It gives a confident conclusion on the change 14 days after it was made.

Not to be confused with

  • Lost impression share — the share of eligible impressions missed, split into budget and rank. “Limited by budget” is a yes-or-no status; the rank part points to Ad Rank instead.

Benchmarks

In GetProfit data (125 stores, June 2025 – June 2026), the median store lost 13.6% of search impressions to budget and 50.2% to rank. For 110 of 119 stores, rank was the bigger limit. Impression share here describes each store’s own eligible pool, already limited by its catalogue and budget, not the size of the market. For Performance Max it is incomplete.
